Though methamphetamine use continues to rise throughout California, area rehabilitation programs are finding it difficult to stretch their dwindling resources to address the current demand.
40% of males arrested in and around the Sacramento area were found with meth in their system – a recent study by the Office of National Drug Control Policy reported; a statistic nearly 10% higher than that found in 2009.
Interestingly enough, the federal budget amounts allocated to rehabilitation centers for the same time period has shrunk dramatically, leaving the burden to local tax revenue, which has not recovered quite enough to seal the gap.
As a result, patient enrollment in methamphetamine programs in the Sacramento area plummeted almost 30%!
“We have at least 700 high-risk drug offenders that we would like to provide supervision and treatment to,” stated Alan Seeber – Spokesman for the Sacramento County Probation Department.
“A lot of these offenders that aren’t being supervised are high-risk drug offenders and high-risk property offenders,” Seeber stated. “And often those go hand-in-hand.”
Data shows a consistent reduction in treatment for methamphetamine addiction treatment throughout California State.
Statistics from the California Department of Alcohol and Drug Programs only seems to confirm this, with 78,000 patients admitted to methamphetamine rehabilitation treatment in 2006, compared to the -44,000 patients enrolled in 2011.
Many officials cite the end of treatment funding via Proposition 36 as the cause of these shrinking treatment numbers – passed by California voters in 2000.
Prop 36 sent nonviolent drug offenders to treatment from jail, while putting aside a cool $600 million to carry out its 5-year sentence.
Unfortunately, California began Prop 36 cutbacks during 2007.
By the time 2011 rolled around, federal and state funding had dried up completely, leaving Prop 36 funding to county budget constraints.
As it stands, many counties throughout the state have been unable to restore positions and programs lost during the recession. In addition, the federal substance abuse grant that provided $250 million yearly to California counties was reduced from 2010 – 2012.
